Creates a native registration from a native function pointer for
each callback, and an optional context and release. The binding
copies them into the C descriptor unchanged. The first call that
carries the registration consumes it: native code releases the
context of a call that it accepts, and the binding releases it for
any other call. A later call throws a MaplibreError with the
invalid-state status.
