Creates an offline region in the runtime’s cache file.

metadata holds any bytes to store with the region, such as its name. The region doesn’t download until maplibre_native_ffi_runtime_set_offline_region_download_state_async() makes its download active.

This method completes asynchronously. Use maplibre_native_ffi_runtime_create_offline_region_finish() inside the GAsyncReadyCallback to obtain the result of the operation.
